VRFish Report

 • Future Fisheries Strategy: VRFish Board has appointed a sub-committee to prepare a draft response to the FFS. VRFish is holding a meeting for all recreational fishers on Sat 18th Feb commencing at 9:30am at Marine House. The meeting will commence with a presentation by Anthony Hurst, Exec Dir of FV along with a couple of his directors on the FFS followed by a Q&A session where attendees will be encouraged to raise issues from the floor. Once this is concluded and FV personnel have departed VRFish will be presenting a draft of the response and seeking input and ideas from the floor and final ratification. Further notices on the workshop will be distributed later this week so please keep your eye open for them or contact the VRFish office on 9686 7077 to be sent a copy.

• The annual VRFish Statewide Forum and Fishing Expo is being held on Saturday 17 March 2012 from 10am-4.30pm at the Shepparton RSL Sub Branch, 88 Wyndham Street Shepparton. VRFish’s five year strategic plan is coming to a close. With the recent releases of the Murray-Darling Basin Plan and the Victorian Future Fisheries Reform Strategy, VRFish needs input from everyone involved with our recreation to create an organisational framework to enable VRFish to represent and advocate the interests of Victorian recreational fishers and to secure the future of fishing. For further information or to RSVP for this important event please contact: Holly Cardamone, Communications and Policy Advisor. This has received the support from FV & the Minister’s office and Anthony Hurst & Dr Bill Sykes, Parliamentary Secretary for Recreational Fishing will be keynote speakers.

• The next issue of Fishing Lines will be released to coincide with the forum so please look out for your copy.

• The 2012 Victorian Recreational Fishing Guide has been released and VRFish has updated and revised the Recreational Fishing Code of Conduct please refer to page 12.

• VRFish Chair, Russell Conway & EO Christopher Collins are meeting with Min Peter Walsh next week to discuss a range of issues including the commitment from the Coalition Govt to reinstate the legislated consultative process with the peak bodies representing commercial, recreational, indigenous and environmental. We will also be discussing the development process of out next 5 year Business Plan and seeking support for a 5 year funding agreement with VRFish to ensure that the organisation can properly deliver on the plan. We will also be raising the issue of the Abalone Fishery Management Plan and seeking ministerial support to extend the current recreational days to 120 as was committed to 5 years ago by FV. We will also be seeking clarification on the future of other FMP’s including East Gippsland which was due for release mid 2011. Also meeting with Commercial Fishermen’s Peak Body to discuss ramification for the entire Victorian fishing sector.

• VRFish met with Dr Dennis Napthine’s Chief of Staff, Phil Connole a fortnight ago and clearly communicated VRFish’s lack of support for the proposed introduction of a penalty notice for failing to wear a PFD. Phil stated that we can expect a response to our submission on the Marine Safety Act later next month.

• The next round of Vic Fish Stock meetings will be commencing next month and VRFish is seeking stocking requests from recreational fishers. Further information will be communicated shortly.

• VRFish will be working with Fisheries Vic to deliver the 13 Regional Statewide Forums and as this was unbudgeted DPI has provided an extra $10,000.00 to fund our attendance at these forums as a co-presenter.

Future Fisheries Management Strategy – A Summary

• Fisheries Victoria (FV ) plan to assess Commercial, Recreational & Aboriginal catches & then allocate a total allowable catch for each fishing sector.
• The document does not indicate how the catch of 700.000 recreational fishers can be obtained. In a recent radio interview of a FV spokesman, he stated that they have “a bit of a handle” on the recreational fishing catch.
• Under this management regime, there is a possibility that we will have to have access to fish stocks through “ballots and auctions.”
• Also, recreational fishers may have to buy access to some fish stocks from the commercial sector.
• The document makes reference to the need for “cost recovery” but does not say what this means, how much involved, or who the costs will be recovered from.
• The document foreshadows an increase in commercial fishing effort.
• In summary, if the proposals are implemented, we can expect to have to pay to get access to some of the fish that we already have access to. We can also expect reduced bag limits to apply.
• FV’s document provides is based on pure assertion and is not supported by much in the way of factual justification.
• FV have stated on many occasions over the last fifteen years that fish stocks are in good shape and that size and bag limits are adequate to ensure that Victorian Recreational Fishers do not overexploit them. They have not provided any tangible reasons why it is necessary to make such an enormous change to fisheries management processes from what they have previously said (on many occasions) is working well.

Happy Fishing
